Electromagnetism device that can lock on, target and pull peoples direction (shown physically but in reality its the mind) even through walls, this is a low key energy weapon disclosure. (subtle clue for mind control)

He even has a remote control radio device with mobile command for deployment, keep in mind Jenkins said he wanted more robots for running the island so he has this mass mind control system in place already. 

Its designed to wear you down and make you submit hence the robot being drained and bent over while the operator shooting the energy ray says "don't fight it"
