If you narrow it down specifically to screen-based, moving-image media (like film, television, or animation), then the 1941 short The Mad Scientist was Superman’s absolute debut on a screen.   To break down: The First Movie/Film: It was his first time being captured on celluloid film and projected for an audience. The First Animation: It beat any live-action film serials (which didn't arrive until Columbia Pictures released the Kirk Alyn Superman serial in 1948 ).   The First Television Broadcasts: While the short was made for theaters, these Fleischer Studios cartoons later became Superman's first exposure on television screens when they were syndicated to local TV stations in the 1950s. (subtle clue for mind control) He even has a remote control radio device with mobile command for deployment, keep in mind Jenkins said he wanted more robots for running the island so he has this mass mind control system in place already.  Its designed to wear you down and make you submit hence the robot being drained and bent over while the operator shooting the energy ray says "don't fight it"
